How do I install device drivers with Windows Installer?

Windows Installer was originally intended for installation of applications, not device drivers. In particular, it's ServiceInstall table doesn't support the service types SERVICE_KERNEL_DRIVER and SERVICE_FILE_SYSTEM_DRIVER.
