Can I enable logging in a custom action?

Unfortunately, MsiEnableLog and the EnableLog Automation method apparently don't work in a running installation; they have to be called from a program or script that initiates an installation (using MsiInstallProduct, for example).

Starting with MSI 4.0 you can set the MsiLogging property in the Property table, which is also described in the aforementioned article.
