How do I detect a complete uninstallation?

Use the condition

  REMOVE~="ALL"

some time after the InstallValidate action.

With InstallShield you can also use the condition

  _IsMaintenance = "Remove" 

in the User Interface sequence anywhere after the MaintenanceType dialog box.
